  • Frank Fernández, JD

    President and CEO, Blue Plus; Vice President, Blue Cross and Blue Shield of Minnesota

    Frank Fernández serves as vice president of government programs and president and chief executive officer of Blue Plus for Blue Cross and Blue Shield of Minnesota. His role focuses on leading all local government businesses — including operations, compliance, and program management for Medicare, Medicaid, and the Federal Employee Program. Frank joined Blue Cross in 2005 as an attorney for government programs and Medicare. He was elected president and CEO of Blue Plus in 2010. Frank serves on the board of MII Life Inc., co-chairs the Blue Cross Diversity Council and serves as board vice president of CLUES, a nonprofit service organization that serves the Twin Cities Latino population. He holds a bachelor’s degree in political science with a concentration in Latin American studies from Arizona State University and a law degree from Hamline University School of Law. He was named one of the “25 on the Rise” by the Minnesota Hispanic Chamber of Commerce in 2007. He also has been recognized by several organizations, including Los Jovenes de Salud, for his support of Latino youth in the Twin Cities.

  • Bukata Hayes

    Executive Director, Greater Mankato Diversity Council

    Bukata Hayes has served as the executive director of the Greater Mankato Diversity Council since September 2006. Before that, he served as the coordinator of the Multi Ethnic Center at Bethany Lutheran College in Mankato, the first-ever position of its kind at the college. He received his bachelor’s degree in exercise physiology from the College of St. Scholastica in Duluth, Minnesota. He is a member of and/or serves is on the board of numerous organizations, including the Mankato Chapter of the NAACP (president), Mankato Family YMCA (membership committee), Martin Luther King Jr. Commemorative Board (president), Latin American Multicultural Association for Networking and Opportunity (LA MANO) (board) and Southern Minnesota Initiative Foundation (board). His greatest pride is that he is the son of Dia Damani Courtney and Karen Hayes, husband to Lisa, and father to Damani, Jalen, Zavier, and Zuri.

  • Shirley Hughes

    Senior Vice President, Human Resources, Ceridian Corporation (retired)

    Shirley J. Hughes is a former corporate executive, having retired in April 2005 as a senior vice president of human resources at Minneapolis-based Ceridian Corporation, an information services company. Prior to her tenure at Ceridian, Shirley served as vice president of human resources for Mercy Health Services (now Trinity Health), a multi-billion-dollar and multistate health care provider headquartered in Farmington Hills, Michigan. Shirley was a member of the Blue Cross and Blue Shield board of directors for nine years before her appointment to the Foundation board of directors. She is a member of the Minneapolis–St. Paul chapter of the Links Inc., an organization of professional women dedicated to serving underserved communities in the areas of arts, health and wellness, international trends, and contemporary social issues. She is vice chair of the Minneapolis–St. Paul chapter of The Girl Friends Inc. and is on the board of directors at Johnson C. Smith University. She holds a degree in political science from Coe College, where she also serves on the board of directors. The Minneapolis native loves to travel, is a member of two book clubs, enjoys the theater, and mentors several godchildren, nieces, and nephews.

  • Jan Malcolm

    Co-Director, Interdisciplinary Research Leaders National Program Center, University of Minnesota School of Public Health

    Jan Malcolm is the co-director of the Interdisciplinary Research Leaders National Program Center at the University of Minnesota’s School of Public Health. Prior to this position, Jan was the president of the Courage Kenny Foundation and vice president of public affairs for Allina Health, where she had oversight of Allina’s health policy, government relations, and community benefit and engagement functions. Prior to the merger of Courage Center and Sister Kenny Rehabilitation Institute in June 2013, Jan was chief executive officer of the Courage Center. Before joining Courage Center in 2005, Jan was a senior program officer for the Robert Wood Johnson Foundation in Princeton, New Jersey, where she helped develop funding initiatives to strengthen the nation’s public health system. Jan served as commissioner of health for the state of Minnesota from 1999 to 2003. Highlights of her term as head of the state’s lead public health agency included major initiatives in tobacco prevention and elimination of health disparities. Throughout her career, Jan has been active in state and national health care and public health associations, as well as several government commissions on health care access and quality. She also serves on the board of the Bush Foundation. She holds a degree in philosophy and psychology from Dartmouth College.

  • Rochelle Myers

    Vice President, Strategic Planning and Portfolio Management, Blue Cross and Blue Shield of Minnesota

    As vice president of strategic planning and portfolio management, Rochelle Myers is responsible for leading the development and execution of Blue Cross’ strategic plan, market and competitive intelligence, and project portfolio management. In 2017, she assumed responsibility for the company’s consumer experience strategy. Myers has been with Blue Cross since 2000, serving in a number of transformational leadership positions within strategic planning, business development, finance, information technology and operations.

  • John Orner

    Vice President, Treasury and Investments, Blue Cross and Blue Shield of Minnesota; Foundation Board Treasurer

    John Orner is responsible for leading the treasury and investment operations for Blue Cross, including cash-flow management, insurance and risk financing, investment portfolio management, and pension and 401(k) administration. Orner is also president and chief investment officer of Capital Asset Care, Inc., Blue Cross’ wholly-owned registered investment advisory firm. Orner joined Blue Cross and Blue Shield of Minnesota in 1989. He also serves on the board of directors of Lifeworks, a nonprofit serving people with disabilities.

  • Paula Phillippe

    Senior Vice President, Human Resources and Corporate Social Responsibility, Blue Cross and Blue Shield of Minnesota; Foundation Board Chair

    As senior vice president of human resources and external relations, Paula Phillippe is responsible for all functions within human resources. Additionally, she oversees all aspects of internal and external communications, the Blue Cross and Blue Shield of Minnesota Foundation, and community-relations initiatives. Paula brings an extensive track record of more than 25 years of human resources and communications leadership along with health care industry expertise to Blue Cross. Before she joined Blue Cross, Paula was with Minneapolis-based Fairview Health Systems, where she served as senior vice president and chief human resources officer and president of network operations — a role in which she implemented new payment and care models in preparation for health care reform. Prior to Fairview, she was with Marquette Financial Companies, RBC Dain Rauscher, Piper Jaffray and Fairmont Community Hospital. A graduate of the University of Minnesota, Paula earned a bachelor’s degree in psychology and a master’s degree in industrial relations. She has been active in community organizations, including serving on the boards of the Greater Minneapolis Council of Churches and Klein Bank. Past board involvement includes the American Heart Association, the Children’s Theatre Company and the Minneapolis Chamber of Commerce.

  • Nancy Vyskocil

    President and CEO, Northwest Minnesota Foundation

    Nancy Vyskocil joined the Northwest Minnesota Foundation as president and CEO in January 2008. Before that she served as vice president and CFO for Lake Region Electric Cooperative in Pelican Rapids, Minnesota, and as director of administrative services for Arvig Communication in Perham, Minnesota. She has a bachelor’s degree in accounting from Bemidji State University and a master’s degree from North Dakota State University. She is a certified public accountant licensed in Minnesota and also holds the designation of certified management accountant and senior professional in human resources. When not working to improve the quality of place in northwestern Minnesota, Nancy can be found at BBQ competitions with her BBQ crew, Big Al’s Grill Team, or spending time with her husband Rick, three children, seven grandchildren, and her black lab, Willow.
